The goal was to modernize county facilities and improve access to government services by creating a centralized, one-stop location for residents in a rapidly growing area of Polk County. The center also provides modern, secure, and accessible court facilities for the 10th Judicial Circuit, offering an efficient and seamless experience for both legal professionals and the public.

Solution

The design approach responds to the need for a more equitable and user-friendly civic environment by prioritizing mobility, accessibility, and community engagement. A single-story layout removes barriers associated with vertical circulation, while multiple entrances and distributed parking enhance walkability, reduce congestion, and create a more welcoming experience for all users.

Huntsville’s 1936 courthouse could no longer meet modern demands, with outdated security, space, and technology made worse by the city’s rapid growth. To support current and future caseloads and meet modern safety standards, Congress funded a new, purpose-built courthouse that offers updated facilities and ensures a lasting federal presence downtown while allowing the historic building to be repurposed.

Solution
Huntsville Federal Courthouse Aerial

The new Federal Courthouse in downtown Huntsville, Alabama, is located on a five-acre site at the southern edge of the central business district, bordered by Gallatin Street and Lowe Avenue. Designed in a Neoclassical style, the building adapts classical organizational and proportional principles to the needs of a modern 21st-century courthouse.

Its gently curved form responds to the trapezoidal site and sits atop a 20-foot earthen knoll, allowing each end of the building to align orthogonally with the streets it faces.

SLAM incorporated improvements, such as universal accessibility in the courtrooms, natural lighting in every courtroom, and upgraded public galleries.

Impact

The new Courthouse stands as a prominent civic landmark in Huntsville. Its three stories, five courtrooms, six judges’ chambers, and specialized agency spaces facilitate efficient federal operations, while the curved wings and landscaped lawn enhance its public presence. Built with more than 6,200 hand-set limestone pieces, the building exemplifies fine craftsmanship and sustainability, achieving LEED Gold and SITES Silver certifications. Equipped with advanced security and technology systems, it offers a safe, functional, and visually impressive addition to the city.

The county of Durham desired a building that would serve as the keystone for a complex of government buildings that straddle the rail line along the edge of southern downtown, as well as a central location for all dislocated judicial functions.

SOLUTION

On the primary approach to downtown Raleigh, NC, the new stately courthouse, with a terraced public plaza, stands tall in the foreground of the existing jail building, providing a formal setting and space in the procession of other government facilities.

The courthouse site is organized around existing conditions and constraints, including grade change, solar orientation, relationship to the existing jail, and vehicular and pedestrian circulation patterns.

An elevated pedestrian bridge reconciles the grade between the parking deck and courthouse entry plaza. Holding the southwestern edge of the site, this plaza allows the courthouse tower to step back from the street and to take advantage of natural light.

The building planning organizes the public spaces on the lower floors.

Secured courtrooms are located on upper floors in the building.

The court floor is organized as pairs of courtrooms served by a secured inmate holding area. This linear plan provides four courtrooms per floor.

IMPACT

The project achieved LEED Gold certification. Features include hundreds of south-facing windows that allow for natural light in courtrooms, significant use and access to public transit, a bicycle parking area, green roofs and ultra-efficient fixtures and equipment.

The ceremonial staircase features a collage of historic and current local photography and serves as homage to the Historic courthouse and a vertical referential space serves to orient visitors to both the civic purpose of the building and their own civic responsibilities as participants.

The new courthouse contributes to a civic complex that includes the Durham Performing Arts Center, the Durham Bulls Athletic Park, and the adaptive-reuse American Tobacco Campus.

The challenge and subsequent success of combining judicial and government functions into a multi-use, high rise, state of the art civic structure rests entirely with having the right team. The collaborative team approach exceeded expectations in quality construction, schedule, and financial stewardship. INSIGHT

While justice buildings represent the dignity of law, they must also convey a dignity in form.  Howard County wanted an open and welcoming courthouse that inspired and demonstrated the strength, stability and unwavering nature of ‘government by the people’ while defining authority.

SOLUTION

SLAM developed an iconic building whose massing and exterior expression are inspired by the historic Howard County Courthouse. The circuit court criminal trial courtrooms are set apart in a distinct leg of the building, which resembles the massing of the original building. This portion of the building is clad in a manufactured stone whose color, coursing, texture, and pattern of openings are a reference to the original court.

The entrances to each courtroom are an abstraction of the original courthouse entrance, employing side lights and transom glazing to borrow light into the court proceedings. The building profile is adorned with a precast cornice and the lobby entrance features a lantern tower element that acknowledges the original courthouse cupola. These elements allow the project to induce the idea of the historic courthouse while engaging the modern design.

The existing John H. Wood Jr. U.S. Courthouse had been constructed as a theater for the 1968 World’s Fair and reconfigured into a courthouse in the 1970s. It had lead pipes bursting, foundation and heating and cooling issues, and the layout of the building was a concern for security. There were very few windows or opportunity for natural light.

SOLUTION

The new Courthouse promotes cultural connectivity and a sense of place through the Courthouse’s relationship to its site and surrounding context.
Scattered administrative and training functions previously found in multiple buildings are now consolidated into a safe, secure facility with a welcoming public presence and an abundance of natural light.

The new courthouse is composed of two linear “pavilions”; one containing courtrooms and chambers while the other volume houses support spaces on the three floors.

The two bars are tied together by a quieter, simpler yet elegant connective open atrium. The interior atrium acts as the central unifying element, linking all the public areas and visually connecting all the court floors.

The openness of the central atrium helps with wayfinding and easily directs public visitors to the vertical circulation of elevator and stairs found between the two three-story pavilions.

This circulation zone contains visual connectivity between the levels and helps encourage secure openness in the public zone while harkening back to the grand staircases of historic government and public buildings. Abundant natural light in the public realm is provided through generous glazing and skylights.

To the west of the new courthouse a linear landscape and hardscape depict the historic path of the Camino Real de Laredo which creates a public space in which visitors to the courthouse process prior to or after their visit.

The Courthouse balances the complex challenge of creating a safe and secure facility while seeking to be an iconic and welcoming landmark. Taking cues from historic courthouses, the entry loggia features 3-story round steel columns that order the façade and shelter the entrance.

Rising four feet above the surrounding streetscape, the Courthouse rests upon a landscaped plinth of native plants that reference the agrarian history of the site and reinforce the significance of the Courthouse to the community. Visitors slowly ramp up past a tree-covered landscape to the entry portal, which aligns with the ancient Camino Real, emphasizing the Courthouse’s site as integral to both the historic and regional ecosystem.

On the north façade, strong stone pilasters march rhythmically across the building. Between the pilasters, recessed glass metaphorically places judicial leadership on display. The eight individual courtrooms create an orderly extroverted expression on the building’s façade that are grounded in the legacy of federal and Texas courthouses.

IMPACT

This design for this new federal courthouse building is a synthesis of the history of the region, the relationship of built form and landscape and the symbolic expression of federal law.

Concepts such as balance, order, strength, longevity, trust, and solemnity are articulated in form, massing, fine materials, crafted detailing and ornament. The building is meant to be a structure that is architectonic, corporeal, tactile and authentic — one that is tied inextricably to a holistic experience of its region and its symbolic function.

The project goal was to unify scattered city law enforcement and judiciary operations while revitalizing the Twin Aire Neighborhood on the east side of Indianapolis.

SOLUTION

The new campus for consolidated justice increases occupancy and foot traffic, giving a financial boost to the community. The state-of-the-art courtrooms and hearing rooms provide a “best practice” courthouse, which provide a sustainable, accessible and secure environment for all participants.

The form of the court tower is bent to respond to the geometry of Pleasant Run Creek, maximizing views to and from the glassy façade on the Courts tower. The Courts, Sheriff, and Adult Detention Center form a cohesive campus expression that is woven into the landscape of the site.

The central entry plaza creates a sense of arrival and orientation. The plaza is woven into the green campus spine so that staff and visitors can partake in the overall landscape experience. The green spine peels away from Pleasant Run Creek to connect the site with the larger natural framework. The green corridor bisects the expanse of site parking to allow visual relief and create a central pedestrian path to connect the parking with the building entry.

The Courts building is a twelve-story tower consisting primarily of courtrooms, court support, offices, and associated public space. The wider footprint on the lower floors include building support functions as well as the “family courts” courtrooms and offices. The middle floors, narrower in footprint, house a more typical stacking of courtrooms, hearing rooms, and some offices on one floor.

At the top two floors of the building, offices line the perimeter exterior walls while court administration anchors one of the floors. The central elevator core is located at the “hinge” point in the courts floor-plate, providing a clear sense of orientation to public, staff, and visitors.

A steady population growth resulted in an increased need for services and the opportunity for Lake County to expand its available space.

SOLUTION

The County faced severe economic challenges and budget reductions at the mid-point of design. Working closely with departmental users, the design team reduced and redefined the project scope to meet new budget requirements.

The design team’s ability to unify the campus was a key component to the success of the project, consisting of a variety of architectural styles, with the historic courthouse serving as the genesis of a campus palette.

Geotechnical reports, survey data, past construction as-built information and stormwater modeling software were utilized.

Stormwater treatment was provided with two underground exfiltration systems, two dry detention ponds, modifications to an existing pond and a storm water pumping station.

The site was the previous home of a gas station that required contracting services to mitigate hazardous soil conditions.

IMPACT

SLAM achieved the county’s goal of creating a state-of-the-art sustainable complex that is accessible and will serve the public well into the future. It has played a vital role in the redevelopment of downtown Tavares, and has created a positive economic impact for the entire community.

Osceola County is proud to be home to the oldest operating courthouse in Florida, a reputation that inspired an upgrade of the historic facility to keep pace with the region’s rapid growth. The County envisioned a highly complex functional, yet efficient, operation that the design would need to accommodate.

SOLUTION

County officials tapped the design team to create a contemporary courthouse, renovate the existing historic courthouse and create a cost-effective solution, while maintaining sensitivity to the surrounding residential neighborhood.

From siting and master planning to choosing materials and color palette, the team’s efforts were focused on operational efficiencies in building layout, paying deference to the historic courthouse, and restoring it to a pedestrian friendly “campus on the green.”

While the metal curtainwall and detailing give the new courthouse an elegance associated with contemporary architecture, the brick and limestone finish pre-cast surfaces evoke the image of a classical American courthouse.

The design team paid careful paid careful attention to creating a new entrance that would draw the separate buildings together.

Raised access flooring and fiber cabling allow the county to adapt as technology and security needs evolve.

IMPACT

The courthouse planning team provided well distributed shell space throughout the building, allowing Osceola County to expand operations organically by converting the shell space to new courtrooms, chambers and support spaces. The siting and design allow for a future addition to the east of the courthouse. SLAM continues to update the master plan and bring new spaces online.

Civil engineering construction plans and specifications were prepared for the design of site demolition, erosion control, grading, drainage, utilities (water, fire and sanitary sewer), dimensioning and construction details. A new sanitary sewer lift station was designed to accommodate future expansions in the surrounding area.

Site security measures were incorporated into the design. These features included controlled access points into the site and berms surrounding the buildings to prevent unauthorized vehicular access to the secure facilities.

SLAM Civil Engineers coordinated closely on the design with architects, engineers and contractors to produce this award-winning LEED Certified Silver project.

INSIGHT

The existing courthouse building, built in 1967, provided little space for security screening, had unreliable elevators, asbestos hazards, and outdated plumbing.

SOLUTION

The new courthouse design uses contemporary planning standards to improve operations, security and circulation by separating populations within the building through separate circulation systems. In addition to “right-sizing” the functional spaces to meet today’s standards, the design adds layers of circulation for secure access and movement within the building, replaces 20 existing courtrooms, and provides administrative departments critical to the operations of the courts.

The new addition to the court’s facility compliments the existing campus planning and forms a visible colonnade terminus for the procession into the courthouse. The placement of the new tower balances the historic Mission Building which served as the original courthouse

The plan is anchored by a new vertical circulation tower that provides a glass staircase and ADA compliant elevator access to all levels of the existing building. This new element also provides seismic bracing for the existing structure. The existing building circulation is connected to the new public lobbies with access to natural light and views of the historic Mission Building bell tower.

IMPACT

Previous Public Entrance Lobby

The openness of the plan allows visitors to orient themselves to the new security screening and provides diverse views to the Cascade Mountains to the north and downtown glimpses of Peugeot Sound to the south.

Previous Jury Assembly

The Jury Assembly space serves as an extension of the public realm as a multi-use space that will accommodate up to 200 people. The protected clerestory views to the horizon and the downtown make this a dynamic, naturally-lit environment for daily jury service, ceremonial court events and community meetings.

Courtroom Before

Both new and renovated courtrooms address accessibility issues and incorporate new lighting, security and technology. The room composition emphasizes the strong center bench and introduce variegated wood paneling to warm the space. The interiors borrow natural light from the corridor through glazed sidelights at the courtroom entries behind the spectator seating.
